Unable to Complete Global Seller Registration For Any Marketplace – Stuck in "Pending" with Internal Error

I'm encountering an issue that Amazon help has not been able to diagnose for almost two months now.

I have a U.S.-registered Amazon Seller account and want to expand into global markets. A previous FBA manager attempted to register in multiple regions (UK, EU, Japan, etc.), but the registrations were either never completed or were unsuccessful, and remain in "pending registration." I am attempting this on the owner status email account.

When I try to continue registration, I encounter an Internal Error that prevents progress (see attached screenshots). Amazon support advised me to contact the individual marketplaces I am attempting to register in, but since I can’t access those regions, I’m unable to submit tickets outside the U.S. The UK support page, for example, requires login, but the error blocks me from proceeding. This is the same for all global marketplace support pages.

Amazon never provided feedback on the registration attempts, so we do not know why these are stuck in 'pending'.

Is it possible to cancel my pending registrations so I can resubmit and proceed? Amazon warns that if I select "cancel registration" I will never be allowed to register in that marketplace again.

Amazon support has been baffled by this internal error and has failed to provide any answer. The internal error occurs regardless of IP address, browser, and with cookies/cache cleared.

Any help would be greatly appreciated since this is a vital component to our business growth.

Amazon then prompts me to log in again. I log in to the Owner status email address on the account, and select 'United Kingdom (Pending Registration)'.

After selecting 'United Kingdom', I encounter this internal error and cannot proceed.

What is also odd is that if I select 'United States' when in this 'Select Account' prompt, I get this Invalid Access error:
