Mexico has all permission but canada doesn't

I'm a beginner here. I only have one account, which has three countries: Mexico, the US, and Canada. I only sell stuff in Canada right now.

When I wanted to use the campaign manager, I found out I didn't have that option in the menu. After some debugging, I found that I didn't have permission to do that. In fact, in canada, I can't access user permission page, even though I am the primary user and the only user.

And when I switched to Mexico, I had all the permissions.

Anyone know how to grant Canada all the permissions?
