It really has nothing to do with your account history. Depending on the rights owner of the music and so on, it may be banned indefinitely as there are a lot of bad apples out there selling fraudulent or counterfeit stuff.

It's hard to say. I sell books, so deal with similar (but not identical) issues. I've been selling here for about 8 years.
I would guess that when I get the page to Request Approval for a publisher, about 98-99% of the time, I get the "Your request is approved based on account history". But there are still some publishers (some big, some I've never heard of), where I get the page to submit invoices, etc., which given that I sell only used books, I don't have.
I do know that there are publishers that I can list with no problem that other sellers cannot, and vice-versa.
And Amazon will never provide an answer to your question; but it should get better as you gain history.

There seems to be a cut-off date. If you started selling before that date, you are grandfathered into all kinds of privileges, including whole categories and brands ungated by default. It must be around 2015. I highly doubt that they will ever broadly relax these restrictions on "new" accounts.

We sell mostly video games and some brands are ungated instantly based on seller history. Others I provide invoices and get ungated.
The most troubling is trying to get ungated for EA Games aka Electronic Arts. We have provided many different invoices and even a letter from Electronic Arts saying we can sell on Amazon - but it all gets denied.

We're not sure about the music industry, but we know as a Brand Owner we've been told to submit a ticket asking for our Brand to be gated. We've seen others do so and immediately gates. The grandfather clause might be true for some categories, but not all as depending on the relationship the Brand has with Amazon it could be gated entirely. Wishing you good luck!
