As for how to properly utilize the report a violation tool on the Brand Registry Site, I recommend reviewing the Intellectual Property for Rights Owners help page. The entire page is very helpful, but to focus in on a the complaint submission process, review the "Reporting Infringement," section.

On this particular complaint ID, in the additional information section, your verbiage is a bit confusing. It reads "we are not authorized..." and I think you meant to state "we did not authorize..."
