Are you trying to apply to sell a certain product? It means that your account doesn't qualify to sell it.

Under the new, improved, Amazon policies for more and more items, if you do not have an LOA from the brand and did not buy from authorized wholesalers you do NOT qualify.
Be VERY careful -- there have been posts by (former) sellers abut being suspended for even applying to sell a brand without having the paperwork in place FIRST.
Amazon is taking the stance that by applying sellers are showing the INTENT to sell. If they do not have the above requirements in place BEFORE applying they are suspended for violating policies.
This is not a good place for beginners that do not study Seller U and read the Forum a LOT!

I see that you have already received some information from other sellers and they are correct. If you are trying to get approval for selling an item, you currently do not qualify to list that product or brand due to it being restricted to only authorized sellers. If you have a relationship directly with the brand, you can ask them to add you to their Brand Registry and that will allow you to sell the brands items.
You may find this post helpful as it helps you understand what is needed when trying to get approval to list an item.
While your account may not qualify at this time, you can check back again in the future to see if you qualify in a few months.
