Generally, Amazon accounts are not transferable.
If by "payment card" you mean a Credit Card, that is an absolute requirement to sell on Amazon. You can not get around it by buying an account.

The only possibility I see is to change back again ALL as it was, putting again the old owner. THEN, eventually - if there is no violation on the account or open debts - you can CLOSE that account.
Then you create a new account at your own with your credentials, another email address (not the one used here on this recycled account), another mobile number.
That's why buying an account is not only absolutely useless but also harmful.
I hope you come out like this. There is NO other way. NO ONE can change the "Legal Entity" of this seller account.
