Build International Listing BIL - all over the place

We already sell in Europe on PAN EU FBA. Trying to get listings copied to NL & IE. However,:

1. BIL Tool does not sync my listings.

2. BIL says 'create a listing manually in target market'. However, when i do so I use the same ASIN. SKU and EAN. So i go through the process of setting up the items manually. Right at the end of listing creating, error message appears thus:

Merchant SKU already exists. Merchant SKUs cannot be reused, even if a previous offer using the SKU has been deleted. Please use a new SKU to create this offer.

Surely this is nonsense? Because I use the same sku for said product in multiple countries.

I am worried that in creating a new sku, I am essentially creating a new product which we'll need to label differently. I don't want to do this.

does anybody kindly have any an tips on defeating theses sorts of blocks? I have spent hours on this and just cant seem to find a way of getting past these silly instances.
