Can you send a customer an invoice for custom order?
When they select customise order, they have an option to upload their own design. As its quite broad, I need to have a look at it first before I can see how much it would cost. Is there a way to send the customer another invoice if the price is higher than what they bought?

No. There is no way to bill for extra, and any attempt to collect funds outside of Amazon, if found out, would result in suspension. You must set a price and then stick to it.
