The case id is 9620088072 (for the moderators) . I have bought 10 items in beauty category on Amazon com and at my first application i got this response below. I thought it was rejected because of the timing of the application because then the products weren't delivered then after they were delivered i applied again and i got the lowest response from Amazon. Why? Now those 10 products will be waste of money?

This sentence "I have bought 10 items in beauty category on Amazon com" suggests that you have bought from Amazon and then tried to resell, which you are not allowed to do.
Unless I am mistaken with your sentence and you plan to sell 10 items that are on the website Amazon? Please confirm what do you mean?
Also where did you buy the products? As Amazon will only accept invoices that are from reputable wholesalers, not retail stores.

As suggested by @Seller_VUcjClrPIVFRy, Invoices for Selling Applications video in Seller university has great guidance on what type of invoice you should submit for your selling application:
For products that require approval we ask that you submit an invoice issued by the product manufacturer or by an authorized distributor of the product. Documents such as retail receipts, order confirmations and order details from online retailers won´t be accepted.
