I have tried multiple times to manually create removal orders, but Amazon keeps canceling my removal orders and repeatedly creates new removal orders to an old removal address. Why amazon did this?

On the Create removal order page, under Method of removal, do one of the following: On the Provide details page, under Method of removal, select Ship-to address to have your inventory returned.
Select Return-to address to have your inventory returned to your designated recipient, for example, your own fulfillment center, the manufacturer, or a recycling center. Enter the address where you want the inventory shipped.
Select Donate/Recycle to have your inventory to be donated or recycled at the fulfillment center.
Select Liquidations to liquidate and recover value from your inventory. For more information, go to FBA Liquidations.
Are you unable to do the above underlined section and update the address?

Thanks for your reply, I'd be happy to look into this further. Do you have the most recent Seller Support case related to one of these removal orders? I would like to review the work done by Seller Support to this point.
