MQJ1 USPS Non-Delivery

USPS is unable to deliver to MQJ1 as they do not have a delivery mailbox and have not setup delivery with USPS.

Why does Amazon ask us to ship to MQJ1 via USPS Airmail when they do not have a delivery acceptance setup in place?
