Looking to take a break from US Market place and wanted to know if i got listings which are not active means not any stock in fba will i still get charged subscription fees ? How can i avoid getting charged subscription fees as i only wanted to take a break for few months and not wanted to close my account in us?

You can put your account on vacation; FBM offers will no longer show, but any FBA will still be available. Note that if you have FBA, you may get customer messages, to which you still need to respond.
It is possible to downgrade to the individual plan to avoid the monthly $39.99 fee; however, if you are taking a break for only a few months, I would advise considering not downgrading. If you downgrade now, you may have to go through the verification process again when you decide to upgrade; during that time, you will not be able to sell, and if there are problems, it could be weeks or more before you get fully activated.
As for the different amounts, my guess would be that you are getting charges from the various Unified Account marketplaces, and one or more is on a slightly different schedule than another, resulting in no charge one month, then two charges the next.
