Catalog Authorization

I have a product that Amazon has already authorized me to sell, but now when I list it it tells me Catalog authorization, do I have to have two separate authorizations?

Yes, you do. While Amazon does not come out and say it. it is a three-step process, each handled by a different team.

1. Brand approval. This may be required if Amazon deems in necessary. Either your own brand or someone else's band.

2. Category approval. Required to sell on some categories.

3. Product approval. This approval is to make sure your product complies with all USA laws and product labeling.

It is true that approval from Amazon to sell in a certain category won't constitute approval from the brand in question to sell their merchandise, or approval to sell specific products.
