Who should pay for "no longer needed" return shipping fee?

Customer returned an item claiming "no longer needed". Amazon refunded the customer but deducted the return shipping cost in the refund, which is good, BUT THEN in a separate transaction in the Payments report, Amazon sneakily charged me the return shipping fee, so basically I am still paying for the return shipping fee. I asked for the money back in the Safe-T claim, but got denied (twice).
Can a mod help escalate this issue? I have another order that is the same issue. Order ID: 113-7153270-1525833 (Safe-T: 33364-01569-4583629). In this one, Amazon refunded me restocking fee for the condition of the item returned but will not refund me the return shipping fee.

Regarding 113-7707473-7106613 (Safe T ID: 87666-88193-4965162), this is Amazon Safe-T response:
"We have reviewed the information you provided and we have denied your reimbursement request for order 113-7707473-7106613. We understand that you may not agree, however, we stand by our decision. We cannot share any further information and we may not reply to further communications about this issue."
Amazon never provided a valid reason on why they charged me for the return shipping when the reason return is not seller's fault.
Can a mod confirm if this is a change in amazon's policy? This seems ridiculous.
