Did AMZ encourage the seller to sale by Multi-accounts, For example, Brand NEEWER

The brand name NEEWER, at USPTO, the owner is:SHENZHEN XING YING DA INDUSTRY CO., LTD; Needless to say, his account was suspend by Amazon.
Then he go on licensing to many of his other accounts to sale, if you go to his store, all the seller either is indiviual or another company name. And, he can make the ASIN join transparent Programm. Maybe it is his 100th accounts are selling. But the brand and ASIN always are the best seller.
If so, what did he lose? He just lose a few accounts ,but he has many other accounts, he totally do not care the accounts.
If so, did AMZ encourage the sellers to sale by Multi-accounts and break AMZ Policy?
I think, this is a very very serious at Amazon.
