Stuck in appeal-loop

I have been stuck in appeal loop for months due to the fact that Amazon has automatized appeal process and is not evaluating arguments by its merits. The same automatized, similar to exact amount of words come back nevertheless how strong and founded arguments I use. My product is put under the Restricted Product Violation due to the generalization of entire product category, even though by the federal law particular product is excluded from any regulations. Amazon says - change product information on the Detail Page, but I can not do it as listing had become classified as violation and when I try to appeal, i keep getting same answers for numbers of time.

I would appreciate any hint/suggestion or help how to get out of those robotized appeal cases and get some real person to look in to the case. My phone conversations with Account Health support and Seller Account support ended up without any developments.
