Did you TRY to ad it? Payoneer is accepted by Amazon as Payment Provider, that should not pose a problem.

As @Seller_rI7BZIczK8iACmentioned, did you try to add the bank account already in your seller central portal?
To add the deposit method you need bank account details provided by Payoneer -- account and routing numbers.
Once you have them go to your Account Info (top right gear icon) --> Payment Information (left side bar) --> Deposit Methods --> Add new deposit method
You'll be asked to provide some personal information there along with your banking details.
