i am new seller and planing to start with online arbitrage so i want to know that will it be to submit argos an invoices for ungating the LEGO?

Not a chance i'm afraid, Argos are a retailer, you need to be buying from wholesalers or manufacturers direct with proper invoices made out to your business, not order confirmations.

Even with proper invoices there is no guarantee of getting ungated so always have a back up plan e.g. eBay etc.

Lego is particularly difficult to get ungated.
